dpkg-reconfigure locales doesn't work properly in Ubuntu, i.e. as in debian, it does not yield an interface that allows you to select and deselect locales. It simply generates the locales mentioned in /var/lib/locales/supported.d/local.

Therefore, to generate other locales:

• Add the desired locales to /var/lib/locales/supported.d/local at one locale per line.
  For a list of valid locales view: /usr/share/i18n/SUPPORTED

• $ sudo dpkg-reconfigure locales
